The model never gains authority by being asked.\n\n## `AnthropicLike`\n\n`createAnthropicPlanner` takes a structural `AnthropicLike` client (the minimal `messages.create` surface).\nPass either:\n- `createFetchAnthropicClient({ apiKey })` — dependency-free, Worker-friendly; or\n- the official `new Anthropic({ apiKey })` — it satisfies the same shape.\n\nThis keeps the planner unit-testable with a fake and avoids a hard SDK dependency.\n\n## Boundaries\n\nImports only `@agenticprimitives/orchestration` (+ `types`). Forbidden: `a2a`, `mcp-runtime`, `mcp-protocol`,\n`delegation`, `service-agent`.
