It does not boot the API. Workflows compose\nagents into dependency graphs, run independent ready steps in parallel, own cron\nand webhook triggers, and pass step artifacts downstream. Project dump/apply\nversion 2 includes both agent definitions and workflow DAGs.\n\nManual agent runs may remain interactive across headless CLI turns. Use\n`run start --interactive`, then `run message` to queue the next instruction\nor `run message --steer` to interrupt the current turn.
