Assigns non-overlapping priority ranges (bands) to job tiers. FIFO within tier. Tests must pass before commit.\n\n## Runtime dependency\n\n- **Redis** (via `bullmq` + `ioredis`). Tests mock Redis — no instance needed for development.\n- BullMQ max priority: **2,097,151**. Warns if total bandwidth exceeds limit.\n\n## Publishing\n\nPublished to **npm** via [Changesets](https://github.com/changesets/changesets) CI workflow.\n\nOn merge to `main` with a changeset file present:\n\n1.
