No arbitrary Docker CLI or shell is exposed.\n\nTools: `docker_status`, `list_managed_resources`, `build_runner_image`, `start_runner`, `runner_status`, `runner_logs`, and `stop_runner`.\n\nEvery mutable container is correlated as `environment-controller-pr-<PR>-<RUN_ID>` and protected by both `io.brycepelletier.docker-operator.managed=true` and a request-ID label.
