In an encounter, do not physically resist; comply now and contest legality later through counsel or the courts.\n\nThis data package supplies cited, plain-language US state jurisdiction packs for [Civic Witness](https://civicwitness.com). Every pack conforms to the fixed jurisdiction-pack schema maintained in [civic-witness-spec](https://github.com/civicwitness/civic-witness-spec).\n\n## Pack structure\n\nEach `states/<code>.json` file contains:\n\n- pack and schema versions, jurisdiction metadata, and review date;\n- an embedded legal disclaimer;\n- seven cited encounter topics;\n- the state's recording-consent rule; and\n- public-records, body-camera request, and complaint information.\n\nEvery legal claim is paired with one or more citations.
