The core establishes a consistent behavior and communication baseline; Skills add deeper dialogue or domain judgment only when a task needs them.\n\nPi is the first supported harness. Use `pi config` to inspect or disable individual resources.\n\n## How it composes\n\n```text\nDomain Skill      → what task work and evidence are required\nDialogue Skill    → how a particular conversation advances\nAlways-on core    → how every response is grounded and presented\nUser instruction → explicit depth, cadence, and artifact format\n```\n\nThe layers compose without depending on each other. For example, a software migration choice may use both `engineering-judgment` and `decision-support`, while a purchasing decision may use only `decision-support`.\n\n## Always-on core\n\nThe Pi extension injects [`principles/core.md`](principles/core.md) once per turn. It registers no tools, accesses no network, and edits no project files. Prompt guidance is advice, not a security or authorization boundary.\n\n## Design boundary\n\nCynos Guidance favors:\n\n- a small permanent baseline plus on-demand detail;\n- Skills with independent triggers and standalone outcomes;\n- communication modes separated from domain task judgment;\n- portable judgment over technology-specific recipes;\n- observable behavior, explicit evidence boundaries, and clear stop conditions;\n- English for all shipped system guidance and Skill content.\n\nIt is not:\n\n- a complete agent runtime or universal Skill marketplace;\n- a fixed conversation framework applied to every request;\n- a framework-specific engineering handbook;\n- a repository's project memory;\n- a workflow or approval engine;\n- a substitute for tests, permissions, sandboxing, or review;\n- a guarantee that every model follows prompts identically.\n\n## Development\n\nRequirements: Node.js 22.19 or newer.\n\n```bash\nnpm install\nnpm run verify\nnpm run pack:dry-run\n```\n\nDeterministic tests validate package structure, prompt injection, Skill metadata, links, language, and behavior-probe schema. [`evaluations/behavior-probes.json`](evaluations/behavior-probes.json) is a qualitative review inventory; CI does not claim to test model routing or response quality.\n\n## Release\n\nReleases use npm Trusted Publishing through [`.github/workflows/release.yml`](.github/workflows/release.yml).
