Due to the increased\nvolume of AI-generated code, Hollywood uses [Vouch](https://github.com/mitchellh/vouch)\nas the arbiter of contributor trust and CLA eligibility for external pull\nrequests. Being listed in `VOUCHED.td` means a maintainer has verified the\nGitHub account and recorded that the contributor accepted [CLA.md](CLA.md).\n\nThe flow is:\n\n1. Open a \"Vouch request\" issue.\n2. Confirm that you have read and accept `CLA.md`.\n3. Link public GitHub work, a project website, or another public identity that\n   helps a maintainer recognize you.\n4. If an existing vouched contributor knows you, ask them to comment on the\n   issue.\n5. A maintainer adds your GitHub handle to `VOUCHED.td`.\n\nDo not add yourself to `VOUCHED.td` in your first contribution. It\nmounts `/github/workspace` and creates selected GitHub file-command paths,\nincluding `GITHUB_STATE`. The\ndefault image derives from GitHub's official Actions runner image and is pinned\nby digest. The listener can run on a local\nworkstation or a remote host. It only needs outbound access to GitHub. GitHub still decides event\npayloads, runner labels, secrets, permissions, and job scheduling.\n\n## Roadmap\n\nFuture work is tracked in [ROADMAP.md](ROADMAP.md).
