When you need to change one\r\nsetting, run `/subagent-cap:init`, choose `Adjust Current`, and change only that\r\nfield.\r\n\r\n## Feature Bar\r\n\r\nUser-facing controls should stay useful and verifiable:\r\n\r\n- Add a setup option only when the hook can enforce it or the report can show it\r\n  from saved, verified data.\r\n- If Claude Code does not expose a mid-run signal, do not present the feature as\r\n  a mid-run limit.\r\n- Prefer one clear setup path over extra slash commands or overlapping aliases.\r\n\r\n## Recommended Defaults\r\n\r\n`/subagent-cap:init` writes these values into `~/.claude/settings.json` under\r\n`pluginConfigs.subagent-cap@subagent-tools.options`:\r\n\r\n```text\r\nmax_concurrent_subagents=2\r\nmax_subagent_tokens_per_session=500000\r\nsubagent_token_warning_threshold_percent=80\r\nfive_hour_warning_threshold_percent=75\r\nsession_five_hour_budget_percent=10\r\nabsolute_five_hour_ceiling_percent=85\r\nenforcement_mode=subagent_only\r\nenforcement_enabled=true\r\n```\r\n\r\nBefore init, the plugin is fail-closed for subagents:\r\n`max_concurrent_subagents=0`. That prevents surprise subagent launches before\r\nthe user chooses a working configuration.\r\n\r\n## Guided Setup Choices\r\n\r\n`/subagent-cap:init` asks for one of these paths:\r\n\r\n- Balanced: recommended, two subagents, 500,000 session token cap, 80% token warning, 75% five-hour warning gate, 85% five-hour ceiling.\r\n- Strict: one subagent, 250,000 session token cap, 70% token warning, 70% five-hour warning gate, 85% five-hour ceiling.\r\n- Observe Only: record usage without blocking subagents.\r\n- Custom: start from Balanced and choose each value with plain-English labels.\r\n- Adjust Current: change selected settings while preserving everything else.\r\n- Extend Current Session: raise the current five-hour warning gate, session budget, and ceiling, with a default `+2%` option plus custom values.\r\n\r\n`/subagent-cap:init` uses friendly setting names such as `agents`,\r\n`session-token-cap`, `warn-at`, `five-hour-warning`, `five-hour-budget`,\r\n`five-hour-ceiling`, `mode`, and `enabled`. Friendly names map to the stable\r\ninternal config keys, so existing installs and saved settings remain compatible.\r\n\r\nThe session token cap is verified only after each subagent completes and reports\r\ncompleted subagent tool event total tokens. It can block or queue only subagent tool launches\r\nreported as `Agent` or `Task`. Normal user prompts are not hooked or blocked.\r\n\r\n`observe` records usage but does not block subagent launches.\r\n\r\n## How It Works\r\n\r\nClaude Code exposes plugin hook events. Subagent Cap is just a set of local hook\r\nscripts plus a statusLine bridge. It does not run a background service, install\r\nan MCP server, or change the Claude model.\r\n\r\nThe important flow is:\r\n\r\n```text\r\nClaude tries Agent/Task subagent tool\r\n  -> PreToolUse Agent/Task hook checks local state and config\r\n  -> allowed, denied, or saved to queue\r\n\r\nSubagent starts/stops\n  -> SubagentStart/SubagentStop update active counts\n  -> when capacity opens, queued work waits for a parent-visible hook\n\nAgent/Task tool completes\n  -> PostToolUse Agent/Task records verified totalTokens, duration, model, tools\n  -> token warning/cap can block later subagent launches\n\nQueued Agent/Task tool launch fails\n  -> PostToolUseFailure Agent/Task returns the queued item to retryable state\n  -> a later dispatch hook can surface it again when capacity and budget allow\n\n5-hour usage reaches warning gate\n  -> PreToolUse Agent/Task blocks the new subagent and saves it as budget_blocked\n  -> /subagent-cap:init can extend the gate; queued work dispatches only after extension\n\nTool batch ends\n  -> PostToolBatch may surface one queued subagent if a slot is free\n\nUser prompt or task notification turn starts\n  -> UserPromptSubmit may surface one queued subagent if a slot is free\n\nParent turn is about to finish\n  -> Stop may surface one queued subagent as a final drain opportunity\n  -> Stop skips recursive stop-hook continuations to avoid loops\n```\n\nThe queue is not an autonomous worker. Hooks cannot secretly spawn a subagent.\nWhen a queued item is ready, the plugin returns a compact\n`SUBAGENT_QUEUE_DISPATCH` context block telling Claude to call the matching\nsubagent tool exactly once for that queued item. A dispatch lease prevents\nrepeated reminders for the same queued work, and failed queued launches are\nreturned to the queue instead of being silently dropped.\n\r\n## Trust And Safety Model\r\n\r\nThe hard gate is scoped to `PreToolUse` for the subagent tool (`Agent` or\n`Task`). That is the only place where normal default enforcement denies work.\n\nThe remaining global hooks are used only for lightweight subagent bookkeeping\nand parent-visible queue recovery:\n\n- `SubagentStart` and `SubagentStop` track active lifecycle counts.\n- `PostToolBatch`, `UserPromptSubmit`, or `Stop` can surface one queued subagent after tool activity, task notifications, or before the parent turn finishes.\n- `PostToolUseFailure` can return a failed queued launch to retryable state.\n\nThe plugin has no runtime npm dependencies and no runtime network calls. It\nwrites local state under `CLAUDE_PLUGIN_DATA` and setup updates only this\r\nplugin's config plus the Claude Code `statusLine` command.\r\n\r\n## StatusLine Bridge\r\n\r\nClaude Code reports 5-hour usage percentage through statusLine JSON. Subagent\r\nCap wraps the user's existing statusLine command, if any, and records:\r\n\r\n```text\r\nrate_limits.five_hour.used_percentage\r\nrate_limits.five_hour.resets_at\r\n```\r\n\r\nThe first observed percentage becomes the session baseline. Later values are\r\ncompared against that baseline. In default `subagent_only` mode, this budget can\r\ndeny new subagent launches but does not suppress normal prompts.\r\n\r\nSetup points Claude Code at a stable runner in the plugin data directory:\r\n\r\n```text\r\nCLAUDE_PLUGIN_DATA/statusline-runner.js\r\n```\r\n\r\nThat runner calls the latest installed Subagent Cap `statusline.js` from Claude's\r\nplugin cache, so a normal plugin update no longer leaves `settings.json` pinned\r\nto an older versioned cache path. If an existing statusLine command is present,\r\nsetup stores it in the plugin data directory and calls it through the bridge\r\ninstead of deleting it.\r\n\r\n## Viewing Subagent Usage\r\n\r\nInside Claude Code:\r\n\r\n```text\r\n/sub-agent-view\r\n```\r\n\r\nThe view reads saved local state. It can be used after a session; it does not\r\nneed live subagents to still be running.\r\n\r\nIt shows spawned count, queued and budget-blocked count, verified tokens, total\r\nduration, 5-hour warning/ceiling state, and per-subagent status, type,\r\ndescription, model, tokens, duration, and tool-call count. Token totals are\r\nverified after completion; running subagents show pending until Claude emits\r\ncompletion usage. Thinking/effort is shown only if Claude Code exposes it to\r\nhooks.\r\n\r\nThe default text view does not print full queued prompts.\r\n\r\n## Verification\r\n\r\nFrom a cloned repo:\r\n\r\n```bash\r\nnpm test\r\nnpm run verify:offline\r\nclaude plugin validate plugins/subagent-budget-guard --strict\r\n```\r\n\r\nMaintainers can also run:\r\n\r\n```bash\r\ncd plugins/subagent-budget-guard\r\nnpm pack --dry-run\r\n```\r\n\r\nThe verifier does not submit Claude prompts. It validates the manifest, the\r\ntwo-entry slash surface, hook shape, setup behavior, and simulated hook\r\ndecisions locally.\r\n\r\n## Troubleshooting\r\n\r\nIf `/sub-agent-view` has no data, fully exit and reopen Claude Code after\r\nrunning `/subagent-cap:init`, then send one normal message and run a new\r\nsubagent. Claude Code loads plugin hooks and the statusLine bridge when the\r\nprocess starts, so setup can write the files immediately but the current Claude\r\nCode process may not attach those hooks until restart. The plugin does not\r\nrestart Claude Code automatically because that would interrupt the active\r\nconversation.\r\n\r\nIf `/plugin update subagent-cap@subagent-tools` says the plugin is not\r\nfound, add the marketplace first:\r\n\r\n```text\r\n/plugin marketplace add rexkoh425/ClaudeSubAgentSuppressor\r\n/plugin install subagent-cap@subagent-tools\r\n```\r\n\r\nIf subagents are all blocked, check `max_concurrent_subagents`.
