down a crew of specialist agents to fix a bug: map the codebase, find the root cause, bash the bug, open the PR, answer the review. Built for GitHub Copilot (CLI and desktop app) and Claude Code (CLI and desktop app), installed user-level so it works in every repo and every language.\n\nThe point is spending fewer tokens on bug work without losing quality. Six things do that:\n\n1. **Right model per job.** Each agent declares a tier (cheap, balanced, strong) rather than a model. Reading a repo is cheap-tier work; root-causing is the one place the strong tier pays for itself.\n2. **Narrow, read-only specialists.** The investigator cannot edit, and the orchestrator's Bash is read-only (`git status`, `git log`, `gh ... view|list|status`; no edits, builds or pushes), so each context window holds only what that job needs. On Claude Code both are enforced by a hook, not trusted to the prompt.\n3. **Small reports, never retyped.** Output costs about five times input. Each specialist returns one fixed report of a few hundred tokens, or a `## Blocked` block (stage, reason, what it tried, side effects, next cheapest step, what it needs) when it cannot finish. The orchestrator shows you four lines of it, forwards it verbatim once to the one specialist that needs it, and gives you the full text only if you ask. Nothing is re-verified downstream, and nobody improvises when stuck: blocked means nothing was changed.\n4. **A persistent code map.** `docs/CODEMAP.md` is written once and refreshed by diff, so agents stop re-reading the repo every session.\n5. **A context budget per agent.** Batch tool calls, since every turn re-reads the agent's whole context. Search before reading, read windows not files, run one test not the suite, cap command output, skip vendored trees. On Claude Code each specialist also carries a `maxTurns` cap, so a runaway investigation returns partial output instead of burning the window. It writes the agents and skills to `.github/` for Copilot and `.claude/` for Claude Code, to commit with the code. Teammates then get them with no install, and the Copilot cloud agent on github.com can use them. Ponytail, caveman and the level setting are per user and stay with the global install. Default is Global. Its gates work by stopping to ask you, and a subagent cannot ask, so its description says not to delegate to it, its `tools` allowlist names only its five specialists, and if a session delegates to it anyway it returns `## Blocked` instead of running. An issue that already carries comments, proposed approaches and half-agreed fixes wants a second opinion on what is on the table, not a root cause — so the investigator reads the item and every comment through your tracker, checks each proposal against the code, and returns a `## Review`: verdict, `path:line` evidence, what the change would touch, and an explicit list of the claims it did **not** verify. A review never Blocks for want of a reproduction, one item goes to one specialist (six issues is six calls), and a Review is an opinion, never an authorisation — it cannot send the basher to work. Building what a review endorsed is a fix request, and starts over.\n\n**Revise** is the other direction: someone has reviewed *your* PR and you want the feedback acted on. That goes to the reviewer, not the investigator. It fixes the small, unambiguous threads with a commit each, puts a proposal on the rest for the author to decide, and replies on every thread once you have confirmed the push.\n\nGates: the orchestrator stops and shows you the Diagnosis before any edit when confidence is not high, you only asked \"why\", or the fix touches auth / crypto / billing / migrations. It always asks before pushing. A specialist that is blocked or unreachable ends the pipeline with its Blocked block relayed; the orchestrator never does a specialist's work itself. The gates only exist on the main thread, so the orchestrator runs as the agent you selected and refuses to run as a subagent.\n\nPonytail and caveman both default to **ultra**. Change the default with `npx @scotscottmca/away-team --level lite|full|ultra` (it writes each plugin's `config.json`, and a line in `~/.copilot/copilot-instructions.md` because caveman has no hooks on Copilot). Change it for one session with `/ponytail full` (Copilot namespaces it `/ponytail:ponytail`) or `/caveman full`.\n\n## Model tiers\n\nAgents carry a tier, not a model. The installer resolves the tier per platform, so each platform uses the best model it has for that job. The mapping is the ordered priority list in `bin/models.js`, one row per model with its per-platform aliases; the first row in a tier that names the platform wins. A model priced like a tier's default but older, or priced between two tiers with no distinct strength, adds nothing and is left out. Claude Code aliases resolve to the newest model of each tier automatically; if your plan exposes a stronger alias (for example `fable`), prepend a row to that tier in `bin/models.js` — `{ claude: 'fable' }` — rather than replacing the default; Copilot falls through to the next row.\n\nCheaper choices when cost bites: a code-specialised mid-price model for `balanced` on basher, and the cheap tier for pr-writer.\n\n## Caveats\n\n1. **Copilot CLI can silently fall back a subagent's declared model to the session model**, two independent ways. First: a declared `model` (or `effort`) the plan cannot honour is only a preference, and dispatch quietly runs on the session's model instead — unless the agent also declares `modelPolicy: \"required\"`, in which case Copilot refuses to dispatch rather than substitute. Second, and unaffected by `required`: when the session model is `Auto`, every subagent inherits the resolved session model regardless of what it declares. Only the investigator declares `modelPolicy: \"required\"` here, since that is the one specialist whose reasoning tier is load-bearing; the others stay on the silent-fallback default. A `subagents` override in `~/.copilot/settings.json`, or a pick from the `/subagents` picker, beats the agent definition too, unless the definition sets `required`. Recourse: on a plan without the strong tier's model, the investigator will refuse to dispatch on Copilot at all; edit the installed copy of `away-team-investigator.agent.md` (remove `modelPolicy` to fall back silently instead, or change `model`) to work around it. Run sessions off `Auto` for a hard triage. Claude Code has no such fallback.\n2. **Copilot's docs list models by display name, not slug.** `gpt-5.6-luna` is confirmed in GitHub's docs source as the built-in task subagent's default. `claude-opus-5` and `claude-sonnet-5` are inferred from the pattern every documented slug follows (`claude-opus-4.6`, `claude-haiku-4.5`), not cited anywhere. `bin/models.js`'s ordered fallback list only protects the build: a wrong slug there falls through to the next row at build time. At runtime a wrong (but build-valid) slug is the same silent-fallback-to-session-model case as above, refused outright only for the investigator's `required`; run `/model` once in Copilot to confirm what it resolved to.\n3. Copilot's auto model selection gives a discount but ignores per-agent models; not used here.\n4. **The Claude desktop skill enforces less than the agent.** `/away-team` is the orchestrator's body as a skill, for the desktop app's lack of an agent picker. A skill can carry `model` and `disallowed-tools`, and the render sets both (the balanced tier; every tool the agent's allowlist leaves out), but they apply only to the turn that invokes the skill and clear on your next message, and a skill cannot restrict which subagents the Agent tool may spawn. After that first turn, \"never edits code\" is prose. For the enforced form on the desktop app, set `\"agent\": \"away-team\"` in the project's `.claude/settings.json` (table above): every session in that project then runs the orchestrator with its tool list and model.\n5. **The read-only guard is Claude Code only, and it now covers the orchestrator too.** Per-agent `hooks:` (and `disallowedTools`, investigator-only — the orchestrator's `execute` is allowed, just guarded) are Claude Code frontmatter; Copilot custom agents have neither, and the render drops both. On Copilot the investigator's tool list still excludes editing tools, and the orchestrator's `execute` is unguarded Bash the same way, so \"read-only\" is prose the model is trusted to follow on both. Treat a Copilot investigation, or a Copilot orchestrator session, as advisory on that point. On Claude Code 2.1.278 the guard is checked live on all three install paths (plugin, global npx, project npx), as the main thread and as a spawned subagent, but each path wires it differently: the npx installs use each agent's own `hooks:` frontmatter, which Claude Code ignores on plugin agents (it logs `sets hooks, which is ignored for plugin agents`), so the plugin registers the guard session-wide from `hooks/hooks.json` with `--agent away-team-investigator --agent away-team`, and the guard enforces only when the hook input's `agent_type` matches one of those. A project install additionally needs the repo folder trusted (see Install).\n6. **MCP access is a snapshot of install time.** The installer reads the servers configured on the machine and names every one of them on every agent's allowlist. A server you add *afterwards* is not in those files, so re-run the installer (or pass `--mcp <name>`) to pick it up. Copilot ignores a tool name it does not recognise, silently: a misspelt server shows up only as the agent lacking the tools, so ask the agent to list them if in doubt.\n7. **The investigator can read through MCP but not write through it.** It gets every server the rest of the crew gets; the read-only guard additionally rejects any MCP tool whose name looks mutating (`create`, `update`, `delete`, `comment`, `post`…), bar the one that files an issue or a work item. That is a name heuristic, not a capability check — a read tool called `run_query` would be refused, and a mutating tool with an innocent name would not be. On Copilot there are no per-agent hooks, so none of it applies and read-only is prose there.\n8. **Copilot CLI does not honour the `search` alias.** The custom-agents reference lists `search` as the alias for the grep and glob tools, but an agent allowed `[\"read\", \"search\", \"execute\"]` came up with `view` and `bash` and no search tool at all (checked live; `read` and `execute` mapped fine). The CLI's tools are named `grep` and `glob`, and Copilot ignores names it does not recognise, so the render writes all three: `\"search\", \"grep\", \"glob\"`. If a Copilot specialist seems to search only through bash, ask it to list its tools.\n9. **Turn caps are Claude Code only.** `maxTurns` is Claude Code subagent frontmatter and the render drops it for Copilot, whose custom agents have no per-agent turn limit. So on Copilot the stop rules (\"around 25 tool calls\", \"no more than three fixes\") are prose the model is trusted to follow, with nothing behind them. A runaway Copilot specialist runs until the session's own limits stop it.\n10. **Plugin install: specialist names are scoped on Claude Code, not on Copilot.** Claude Code registers a plugin's agents as `<plugin>:<name>`, and a bare name does not resolve for delegation (`Agent type 'away-team-mapper' not found`, checked against a live plugin load), so `dist/claude` renders the orchestrator's routing table and Agent allowlist as `away-team:away-team-mapper` and so on. Copilot does not resolve that scoped form for its agent tool (checked live: a marketplace install's orchestrator beaming down `away-team:away-team-basher` got \"isn't registered in this harness\" and fell back to a generic agent), so `dist/copilot` keeps bare names, same as the npx install on both platforms. `claude --agent away-team` still finds the plugin's orchestrator by its bare name.\n11. **`memory: project` is Claude-only, and away-team does not use it.** A Claude Code subagent can declare it, which gives that one agent a persistent `MEMORY.md` under `.claude/agent-memory/<agent>/` whose first 200 lines load into its prompt on every run. `docs/CODEMAP.md` is a different thing: one shared architecture map, cross-platform, written by the mapper and read on demand by every specialist — complementary to per-agent memory, not an alternative to it. The one place native memory would earn its place is the investigator carrying ruled-out hypotheses across sessions on Claude Code; that is Claude-only, and is tracked in [#12](https://github.com/scotscottmca/away-team/issues/12), gated on confirming the memory write path is not blocked by the investigator's read-only guard.\n\n## MCP servers\n\n**The whole crew gets every MCP server you have, on both platforms, with no flag.** The installer reads the servers configured on the machine and names each one on every agent's tool list.\n\nIt has to name them, because a tool allowlist is deny-by-default: an agent cannot use a server it does not list, and neither platform has a \"all MCP servers\" wildcard. So the installer discovers them, from `claude mcp list` and `copilot mcp list` where those CLIs are on PATH, and from the config files they write (`~/.claude.json`, including per-project servers, `~/.mcp.json`, `<repo>/.mcp.json`, `.vscode/mcp.json`, `~/.copilot/mcp-config.json`). Each source is best-effort and the union is used; a name for a server you do not have is ignored by both platforms, so a false positive costs nothing.\n\nEach discovered server is written in the platform's own spelling: `mcp__<server>__*` on Claude Code, `<server>/*` on Copilot. Basher carries an explicit allowlist like the rest of the crew, so it gets the same per-server entries too.\n\n```bash\nnpx @scotscottmca/away-team                     # every server on this machine, no flag needed\nnpx @scotscottmca/away-team --mcp jira,github   # plus these, for a server discovery missed\nnpx @scotscottmca/away-team --no-mcp            # none; isolation, not cost (~11 tokens a tool)\n```\n\nTwo servers are named by default whether or not they are discovered, since `dist/` is shared and cannot be discovered for. The Azure DevOps server, [`@azure-devops/mcp`](https://github.com/microsoft/azure-devops-mcp), is named under both names its own guide registers it as: `ado` (the Copilot CLI and VS Code examples) and `azure-devops` (the `claude mcp add` example). The GitHub server, `github`, is named for the same reason a hosted or remote session gives the crew: `gh` is not installed there, so pr-writer, reviewer and the read-only guard's issue-filing exception (see Design notes) need the MCP path instead.\n\n**On Claude Code every allowlist that names a server also carries `ToolSearch`, and it is not optional.** Claude Code defers MCP tools in hosted and remote sessions: the schemas are not loaded, the tools are missing from the agent's live tool list, and a direct call fails until `ToolSearch` fetches them by name or keyword. Naming `mcp__github__*` therefore grants a server the agent can neither see nor reach, and an agent that reads its own tool list concludes the server is not configured — which is what happened: the orchestrator reported it had \"no authenticated GitHub MCP\" on a hosted session that had one, and stopped, because `gh` is not installed there and the skill render removes `WebFetch`. Three doors, all of them shut, and the server behind the middle one was open the whole time. `ToolSearch` rides along with the MCP entries it exists to load and is left out under `--no-mcp`; it grants nothing new, since loading a schema is not permission to call it and the allowlist still decides that. The crew's prose says the same thing in the place each agent needs it: an empty tool list is never evidence that a server is absent. There is no known Copilot equivalent, so that render does not carry it.\n\n**A server on the list is not the same as a server you can call.** A connector that is registered but never connected carries no tools: `ToolSearch` finds nothing, and the agent sees exactly what it would see if the server had never been installed. That is a real failure this pack hit — the orchestrator reported \"no authenticated GitHub MCP\", which was precisely true and read as \"no GitHub server\", and nobody thought to look at `/mcp` and press Connect. So the crew names which one it found and what would fix it, rather than reporting the server missing.\n\nTo grant one tool rather than a whole server, pass the Claude spelling and the installer translates it: `--mcp mcp__github__issue_read` renders `mcp__github__issue_read` on Claude Code and `github/issue_read` on Copilot. Or edit the installed agent file and add the entry to `tools:` yourself in the platform's spelling.\n\nThe investigator and the orchestrator are the exception, and only on Claude Code: each reads through every server like the rest of the crew, but the read-only guard rejects an MCP call whose tool name looks mutating, the same way it rejects write-shaped Bash. Reading a work item to root-cause a bug is evidence; updating one is the basher's job. Filing is the single exception: creating an issue or a work item goes through (see Design notes).\n\nThe servers themselves are configured where your CLI or IDE already configures them; away-team does not manage that, it only grants the agents access to what you have. If you name one by hand, use the name your CLI or IDE shows (Copilot CLI: `/mcp show`; Claude Code: `claude mcp list`). Both spellings are from the platform documentation, `mcp__<server>__*` from the Claude Code subagent reference and `<server>/*` and `<server>/<tool>` from the Copilot custom-agents reference, and the Copilot one is checked live: `--mcp github-mcp-server` put that server's tools in the investigator's list, the bare name put none. Copilot ignores any tool name it does not recognise without a warning, so a misspelt server shows up only as the agent lacking the tools; ask the agent to list its tools to check.\n\n## Why it is built this way\n\n- **Stateless subagents.** Both platforms spin up a fresh context per delegation, so every handoff is a self-contained report (Diagnosis, Fix report), never a transcript. Same pattern as awesome-copilot's `gem-orchestrator` / `gem-debugger`.\n- **Caching is the platform's job; turn count is ours.** Both platforms cache prompts automatically, per model, keyed on an exact prefix, so static agent prompts are all the pack can contribute there. What it can control is what caching does not remove: every turn re-reads the agent's whole context at about a tenth of the input price. Reports stay inline because they are a few hundred tokens: writing them to files was tried and priced, and the extra turn it costs the strong-tier investigator outweighs the retyping it saves. Anthropic's own guidance has the same shape: inline summaries of one to two thousand tokens, file references only for large outputs.\n- **A cold start is the expensive thing, and the tool list is most of it.** Measured on Claude Code 2.1.278, cold start read as the first turn's input tokens from the subagent's own transcript: a specialist that declares `tools: [\"read\", \"search\", \"execute\"]` cold-starts at **6.8k tokens**; the identical body with every tool inherited costs **26.2k**. Declaring the tool set is worth 19.4k, a 3.9x cut, and it is the one large lever the pack controls — the agent body itself is only about 1.3k of the total. Two earlier drafts of this section were wrong in both directions: twelve thousand was a guess, and the 50-90k that replaced it measured `general-purpose` subagents in a hosted session, which inherit every tool and the host's own preamble, not the specialists this pack ships. Method, raw numbers and a reproduction script are in [`docs/cost.md`](docs/cost.md).\n- **MCP exposure is close to free; `CLAUDE.md` is a main-thread cost.** Only MCP tool *names* reach a cold start, at about **11 tokens each**: padding every tool description tenfold produced a byte-identical total, so schemas are fetched on demand rather than carried. A machine with ninety servers' worth of tools pays around a thousand tokens for all of them, which is why the crew takes every server it finds and `--no-mcp` is an isolation flag, not a cost one. `CLAUDE.md` is the mirror image — **+33.9k** for a 127 KB file on the main thread, **+0** in a subagent, which never receives it — so Claude Code's `omitClaudeMd` buys nothing here: it is ignored for the main-session agent the orchestrator runs as, and there is nothing to omit in a specialist.\n- **The pre-checks still pay, for a smaller reason than claimed.** A specialist that only returns `## Blocked` still pays its whole cold start to say no, so ruling out the two cheapest Blocked causes before beaming down — a `## Diagnosis` in hand before basher, `gh` and the push folded into the confirm gate that already asks the user one question — is free and saves a call outright. That saves single-digit thousands per avoided call, not the tens of thousands an earlier draft claimed. Batching tool calls and one specialist call per step still help for the reason above: every turn re-reads the whole context at about a tenth of the input price.\n\n- **When not to use it.** For a one-line fix you already understand, use the default agent. The crew's fixed cost only pays off on a real investigation.\n- **Investigator never edits.** The tool set leaves out `Edit` and `Write`, but `execute` renders to `Bash`, and Bash can write with `>` or `sed -i`. So on Claude Code the constraint is enforced twice: `disallowedTools` removes the edit tools, and a `PreToolUse` hook (`hooks/readonly-guard.js`) rejects write-shaped Bash — redirection outside the system temp directory, in-place editors, `tee`, `rm` / `mv` / `mkdir`, and mutating `git` and `gh` subcommands. Reproducing, running tests, `git log` / `git blame` and scratch files under the temp directory all still work. On Copilot, which has no per-agent hooks, it stays prose (see Caveats). The plugin cannot use the agent's `hooks:` frontmatter, which Claude Code ignores on plugin agents, so the build writes `hooks/hooks.json` instead, registering the guard for every Bash call in the session with `--agent away-team-investigator`; the guard reads the `agent_type` Claude Code passes to hooks and stands aside for every other agent. Three falsified hypotheses is the stop rule (superpowers `systematic-debugging`).\n- **A finding it is not here to fix goes to the tracker.** Filing is the one write the guard lets the investigator and the orchestrator make: an MCP tool that creates an issue or a work item, or `gh issue create` where that binary exists — a hosted or web session has no `gh`, so MCP is the only path there — a multi-method one only on `create`, and the tool name must end at the create, so `create_work_item_comment` is still a comment. Commenting, closing, editing and `gh pr create` all stay denied. Without it a second defect has nowhere to go — the Diagnosis holds one line, the orchestrator relays prose, and the finding dies with the transcript. Creating an issue changes no code and no diagnosis, so it costs the read-only contract nothing; the investigator files at most one per run, and only when it is sure.\n- **CODEMAP.md is the memory.** Persistent, committed, refreshed by diff against its own `commit:` header. Names not links, invariants not file lists (matklad's ARCHITECTURE.md guidance). Basher updates it when a fix moves a boundary.\n- **PR body is the TL;DR.** Line-level reasoning goes in one review via the REST API (`gh pr comment` cannot do inline), narrative in one top-level comment.\n- **One source, rendered per platform.** Agent bodies are identical; only `tools` aliases and `model` differ, and Claude-only keys such as `maxTurns` are dropped for Copilot. The installer rewrites those lines at install time, and `npm run build` writes the same output to `dist/` for the marketplaces, which copy files verbatim. The orchestrator's `agent(...)` entry is an allowlist of the subagents it may spawn: on Claude Code it renders to `Agent(...)`, which the harness enforces for a main-thread agent; on Copilot, which has no such syntax, it renders to a bare `agent`. The Claude plugin render also prefixes the specialist names with `away-team:`, the scoped identifier plugin agents load under, and rewrites each agent's `skills:` list the same way; the Copilot plugin render keeps bare names, since Copilot's agent tool does not resolve the scoped form (see caveat 10). Unknown tiers and unknown tool aliases fail the build rather than rendering `undefined`, and `npm test` asserts over the result.\n\n## Contributing\n\nEdit `agents/`, `skills/` and `hooks/` only; `dist/` is generated on release. Run `npm test` before pushing: it lints (Biome), rebuilds `dist/` and asserts over it (no `undefined` or blank line in any rendered frontmatter, no Claude-only key in the Copilot render, every model in its platform's tier table, one report block and one `## Blocked` block per specialist, the desktop skill body equal to the orchestrator body, the read-only guard wired from the plugin's `hooks.json`, blocking, and scoped to the investigator and the orchestrator by `agent_type`, and `dist/` equal to what is committed). Commit `dist/` with the change that caused it, or the last check fails. The suite also covers the things around the render: that a bad model tier, tool alias or `tools:` entry *fails* the build rather than shipping, and that the web-session hook parses, stays silent and reports a failing step. CI runs it on Node 20.19, 22 and 24, plus `npm audit` at high and above once per run. Pull requests follow [`skills/pr-format/SKILL.md`](skills/pr-format/SKILL.md), which `.github/pull_request_template.md` fills in for you.\n\n**Node 20.19 or newer**, which is what `engines` says and what CI tests. The floor is not arbitrary: `@clack/prompts` is ESM-only, so the installer needs `require(esm)`, which landed in 20.19. On Node 18 and on 20.0 the installer dies with `ERR_REQUIRE_ESM` (checked on both). `engines` previously said `>=18`, which was never true.\n\nWorking on this repo in [Claude Code on the web](https://code.claude.com/docs/en/claude-code-on-the-web): a session clones the repo into a fresh container and installs nothing, so `.claude/hooks/session-start.sh` runs `npm install` and then the installer against the working tree (`--target claude --scope project`). That gives the session the crew rendered from the `agents/` you are editing, which is the only way the pack gets used on itself. The rendered files are gitignored — `dist/` is the committed render, and a second committed copy would drift and would bake the installing machine's MCP servers into the repo. The hook is a no-op outside a remote session, where your own global install already applies. Copilot needs no equivalent: its project-scope agents live in `.github/agents/` and are read from the checkout directly, so the question there is whether to commit them, not how to install them.\n\n## Release\n\n`.github/workflows/ci.yml` runs `npm test` on every pull request, so a broken render is caught before it is merged. A push to `main` that touches `agents/`, `skills/`, `bin/`, `hooks/` or `package.json` is a release, and `npm test` runs again there before publish, so a broken render never reaches npm either. `.github/workflows/publish.yml` bumps the patch version, rebuilds `dist/`, commits, tags and publishes to npm. Doc-only pushes (README, `docs/`, LICENSE, workflow) do not release; the README ships with the next code release. Pull after a releasing push to pick up the version commit.\n\nFor a minor or major bump, run `npm version minor` (or `major`) locally and push; the workflow sees that version is not on npm yet and publishes it as is.\n\nOne-time setup: on npmjs.com, add a trusted publisher to the package (GitHub Actions, `scotscottmca/away-team`, workflow `publish.yml`).
