Server guardrails include no-sell/no-spam + harassment + impersonation screens,\nper-number rate caps, a local do-not-call list (`speko dnc`), and an after-hours confirmation\ngate for late or unknown-timezone calls. `make_call` is authorized only by a fresh, short-lived,\nsigned `dial_token` from `lookup_business` — a raw phone number can never dial.\n\n`call_me` is NANP-only and requires `speko me verify`. The local voice OTP is a setup\nand consent artifact, not a privileged trust boundary: owner calls still honor DNC, the ordinary\n3/hour and 8/day per-number caps, content screens, and the 08:00-21:00 destination-local gate.\n`SPEKO_TRUSTED_NUMBERS` never exempts `call_me`; late calls require the human's own words in\n`after_hours_confirmation`. A host-local, cross-process lease makes a second live owner call\nreturn `owner_busy` without dialing.\n\nOn headless installs (no TTY, ephemeral filesystem): verify once on a laptop, run\n`speko me export`, and set the printed blob as `SPEKO_OWNER_PROFILE` in the sandbox environment\n(store it like an API key). The backend seeds owner state from it at startup; an existing owner\nstate always wins. The blob is credential-equivalent for ringing that owner number.\n\n## Hermetic test mode\n\n`SPEKO_TEST_MODE=1` runs every tool as a deterministic in-process simulation — no API key, no\nnetwork, no telephony — so any agent platform can exercise all 6 tools offline.
