MCP\r\n\r\nMicrosoft Copilot Studio MCP brings Copilot Studio tools into Model Context\r\nProtocol (MCP)-compatible CLIs, developer tools, and agentic interfaces. It\r\nprovides a single entry point for working across the agent and automation\r\nlifecycle, from creation and configuration to testing, deployment, monitoring,\r\nand ongoing management.\r\n\r\nYour client launches this package with `npx`. The server connects to Copilot\r\nStudio's hosted service after you sign in and select an environment, so access\r\nstays tied to your identity, environment permissions, and organizational\r\npolicies. It has no diagnostic capture or bug-reporting commands. Agent/workflow\r\ntools and Skills come from the connected service, not local authoring files.\r\n\r\nThe built-in, fixed OAuth client is **VS Code**\r\n(`51f81489-12ee-4a9e-aaae-a2591f45987d`). This does not grant application\r\npermissions or tenant consent. No client ID is required from the user;\r\nclient-ID overrides are not supported.\r\n\r\n> **Note**\r\n> If your organization requires [Federal Risk and Authorization Management Program\r\n> (FedRAMP) High](https://learn.microsoft.com/en-us/microsoft-copilot-studio/admin-certification#federal-risk-and-authorization-management-program-fedramp)\r\n> compliance, the GitHub Copilot harness agent turns off at runtime to prevent\r\n> data egress from the FedRAMP High compliance boundary.\r\n\r\n## Install\r\n\r\nUse Node.js 22.18 or later (Node.js 24 LTS recommended) and a working GitHub\r\nCopilot CLI, Visual Studio Code, or other MCP-compatible client. Configure\r\nyour client to launch the package with:\r\n\r\n```powershell\r\nnpx -y @microsoft/copilot-studio-mcp@latest\r\n```\r\n\r\nThe client starts the server process and communicates with it over standard\r\ninput/output (stdio). The package handles the connection to the hosted\r\nCopilot Studio service; you don't enter a remote MCP URL or clone a source\r\nrepository. You can also discover the server in the GitHub MCP Registry or a\r\nsupported client's MCP gallery and follow the listing's installation option\r\nfor your client.\r\n\r\nAsk the assistant:\r\n\r\n> Check Copilot Studio MCP status and confirm the connected environment.\r\n> Then connect and list my available environments so I can choose one.\r\n> Do not create, publish, run, or repair anything as part of setup.\r\n\r\nComplete Microsoft work-account sign-in in your browser and choose your\r\nenvironment. The tenant comes from the selected account; no tenant ID,\r\npassword, or token belongs in chat. Installing the package does not grant\r\nlicenses, tenant consent, or environment permissions.\r\n\r\n## Available tools\r\n\r\nAfter you sign in and select an environment, the server makes the connected\r\nservice's tools available. Connection and sign-in utilities are separate from\r\nthe service catalog:\r\n\r\n| Tool | Description |\r\n| --- | --- |\r\n| `discover_resources` | Discover connector operations and schemas, existing connections, dependent parameter values, and attachable resources. |\r\n| `get_consumption` | Read historical agent or workflow credit consumption, or current environment credit capacity. |\r\n| `manage_agents` | Manage agent inventory, complete draft authoring, lifecycle, published-agent sharing, saved-draft previews, and agent evaluation suites and runs. |\r\n| `manage_workflows` | Manage workflow inventory, complete draft authoring, lifecycle, real tests, and run diagnostics. |\r\n| `get_copilot_studio_skills` | Start here for Copilot Studio guidance. Read the matching core skill before authoring, then read `schema.json`. |\r\n\r\nThe management, discovery, and consumption tools expose individual operations\r\nthrough `action` and `parameters`; use `discover_resources` with\r\n`action=describe_actions` to read an action's contract before constructing\r\nunfamiliar arguments.\r\n\r\nName queries and exact-name selection are applied before the 1,000-result\r\nenvironment limit. If an unfiltered list is too large, supply a narrower\r\nname query or the complete environment ID; complete GUIDs and `Default-<GUID>`\r\nIDs use a direct user-authorized lookup instead of enumerating the tenant. A\r\ndenied or mismatched lookup never selects an environment.\r\n\r\nAgent previews use the existing Copilot Studio service contract; no new server\r\ncapabilities or deployment are required. All forwarded tool calls use the same\r\n36-minute local deadline, independent of tool names or schemas, with a 37-minute\r\ninstalled host timeout. Setup APIs, MCP discovery and resource reads keep their\r\nshorter default deadline. Cancellation still takes effect immediately.\r\n\r\nKnown conversation IDs are retained in `copilot_studio_status.recentPreviews`.\r\nThis optional history keeps at most 16 records and never blocks a tool call or\r\nchanges its returned result; old records may be evicted even while active.\r\nIf a new preview is interrupted before the server returns its ID, the bridge\r\ncannot recover that ID locally. Report the uncertain outcome; never resend a\r\nprompt or submit a continuation merely to check status.\r\n\r\n## Normal use\r\n\r\nDescribe your task normally. The assistant reuses a ready connection, loads the\r\nservice's tools and Skills, and continues your request after onboarding.\r\nNative-Skills hosts use their own loading/approval path; older hosts use the\r\nSkill reader actually advertised by the service. No local authoring Skill is\r\ninstalled.\r\n\r\n**Sign in to Copilot Studio** establishes your work-account session.\r\n**Connect to an environment** opens the cloud service connection for your chosen\r\nenvironment. **Connector setup** is separate: it configures connections used by\r\nagents and workflows. Tool titles describe these operations; their existing\r\n`copilot_studio_*` identifiers are unchanged.\r\n\r\nAuthoring Skills guide your assistant; inline agent skills are content saved\r\ninside an agent. Creating or updating an agent/workflow saves a draft, not a\r\npublished version. Agent previews use saved drafts; workflow tests run published,\r\nenabled workflows and can have real effects. Usage is measured in **Copilot Credits**,\r\nnot currency cost. Signing out does not delete saved artifacts or connector connections.\r\n\r\nConnector setup first prepares a plan showing the account, environment, and\r\naction. Creation or repair requires your explicit approval and may change\r\nreal Power Platform records. OAuth uses browser sign-in or the existing\r\nserver-side SSO flow. Connectors requiring typed credentials/settings are\r\nhanded off to the Copilot Studio UI; this bridge does not collect them.\r\nNever automatically retry an uncertain write.\r\n\r\nAn already-approved setup stays alive through its own bounded consent lifetime\r\ninstead of ending when the preparation window expires. Failed writes retain\r\ntheir known connection identity with `pending/inspect_connection` and a\r\nsanitized error. Status remains read-only after expiry; fresh writes need\r\nfresh approval. Ready results clear earlier authentication errors.\r\nA localhost browser return is expected, but an old callback URL cannot restart\r\nan expired or completed attempt. Inspect the existing connection, not a duplicate.\r\n\r\nConnection lookups accept existing opaque logical-reference names under the\r\nsame bounded contract as the Dataverse reader, so a resolved empty inventory\r\ncan produce a creation plan instead of a false unresolved-reference error. A\r\nrejected inventory reports its field and reason without exposing the value.\r\nNever bypass a scope/reference failure by inventing a binding.\r\n\r\nSelected successful reads may use a bounded private in-memory cache only when\r\nthe service opts in. Ask for fresh data to clear that bridge cache before\r\nrepeating a read. This does not clear service caches or authorize a write.\r\n\r\nAfter changing accounts or environments, the host must retire old cloud\r\nguidance and refresh tools and native Skills. Use a fresh chat/connection if\r\nthe host cannot do that.\r\n\r\n## Data handling\r\n\r\nAuthentication tokens remain in process memory and are discarded on sign-out\r\nor process exit. Sign in again after restarting. Account/environment details\r\nand requested service content are returned to your MCP host; its data policies\r\nalso apply. The bridge forwards a normalized host-family label to the service,\r\nnot the raw host name or new user/device identifiers.\r\n\r\nThis public package does not capture local diagnostic traces or upload\r\ndiagnostic reports. It still processes account and business data to fulfill\r\nrequests; absence of diagnostic capture does not mean absence of data\r\nprocessing. Approved connections and artifacts remain subject to the\r\nplatform's normal storage and access policies.\r\n\r\n## If setup fails\r\n\r\nStop and report the error without sharing credentials or configuration JSON.\r\nDNS, refused/reset connections and network timeouts have distinct safe cause\r\ncodes. Check endpoint availability and network/proxy settings before an explicit\r\nretry; another call does not repair missing environment routing. An uncertain\r\nwrite still requires inspecting the artifact before retrying.\r\nDo not change applications, service destinations, or permissions to bypass it.\r\n`Shared writer storage I/O failed` is a Copilot CLI storage problem that must\r\nbe resolved before retrying installation. Do not delete `.copilot`, databases,\r\nor lock files as an automatic workaround.\r\n","readmeFilename":"README.md"}
