The CRA record stays on your machine because\nthe join of your SBOM against vulnerability data is a map of how to attack your\nproduct. Nothing about the EAA is like that: a contrast failure on a public page\nis not a secret, and the record lives where the advisor screens and the clock can\nread it.\n\nNo browser is bundled and no scan is run here. An Article 14 renewal lapses in\nsilence: no build breaks and no scan fails, while the operator keeps relying on\nan exemption they no longer hold. `--fail-on-lapsed` turns that into a red\npipeline on the day it happens.\n\n**Everything this writes is a hypothesis.** There is no flag that asserts\nconformance, because a conformance claim needs a named person and a clean scan\nmeans \"these rules did not fire\", not \"the requirement is met\".\n\nExit codes: `0` fine · `1` gate tripped (findings, or a lapsed duty) ·\n`2` bad usage · `3` API unreachable or refused.\n\n## Make it a mandatory step\n\n`legalithm setup` installs a Claude Code **`Stop` hook** that runs `legalithm guard`\n— the agent can't finish a turn while AI code lacks a compliance record — plus a\nnon-blocking nudge after edits. Pair with the [GitHub Action](https://github.com/legalithm-org/legalithm)\nas the CI backstop. `guard` is offline (no key, no network), only fires on a real AI\nsignal, and warns rather than blocks when the classification is uncertain.\n\n## Check a compliance record without trusting us\n\nA compliance record is only worth what someone else can confirm about it. An\nauditor, a customer, or a regulator can check yours **offline** — no API key, no\nnetwork call, and nothing that depends on Legalithm being reachable, solvent, or\nhonest at the moment they look.\n\n```bash\nlegalithm verify-record\n```\n\nIt answers two questions:\n\n**Has this record been altered since it was generated?** `recordHash` is a\nSHA-256 over the record's contents. `verify-record` recomputes it and compares.\nAny edit to the classification, the inputs, or the findings changes the digest.\n\n**Which rules produced this answer?** This is the less obvious one and it is the\npart worth having. A compliance classification is only meaningful against a\nspecific version of the rules, and the rules move — the AI Act has been amended\nonce already and Commission guidance keeps arriving. The record carries an\nengine version that is a hash of the exact `risk_map.json` corpus that produced\nit, so \"this system was rated limited-risk\" becomes \"this system was rated\nlimited-risk under *these* rules, on this date\".\n\nWhen the record's engine version differs from the corpus bundled in your CLI,\n`verify-record` prints a warning and still **exits 0** — the record is intact,\nit was simply produced under older rules, and that is a fact about the record\nrather than a fault in it. Use `legalithm check` for the CI gate: that one\nre-runs the classification and exits non-zero on real drift.\n\n### What it does not prove\n\n**It does not prove who issued the record.** A hash is tamper-*evidence*, not\nattribution: anyone can write a record and compute a matching digest for it. If\nthe question you are being asked is \"who stands behind this claim\", the hash is\nnot the answer to it.\n\nSay what the hash alone gives you and no more: an unaltered record, bound to a\nknown version of the rules, checkable by anyone, forever, with no key. To get\nattribution, sign it.\n\n## Sign the record, so it proves who issued it\n\n`sign-record` attaches a detached Ed25519 signature. **You hold the key.\nLegalithm does not have one and will not issue one**, which is the only way\n\"independently verifiable\" means anything here: a vendor-held key would make it\n\"verifiable if you trust the vendor's key custody\", which is the thing a\nsignature is supposed to replace. Put it in `.gitignore`. |\n\nAnyone can then verify with no key, no account and no network:\n\n```bash\nlegalithm verify-record\n# ✓ Record integrity OK. recordHash=5391c151b1342179…\n#   Detached signature: valid (key \"acme-gmbh-2026\")\n```\n\nThe key is read from a file path, never from an argument, so it cannot end up in\nyour shell history or the process table. `LEGALITHM_SIGNING_KEY` may hold the\npath in CI.\n\n`--key-id` names the key so an auditor can look it up. Reusing an id for a\ndifferent key is refused, because it would silently invalidate every record\nsigned under the old one: rotate by choosing a new id, and the old public key\nstays in `verification-keys.json` so earlier records still verify.\n\n### What signing still does not prove\n\n`verify-record` reads the public key out of the same repository it is checking.\nOn its own, a valid signature therefore proves the record was signed by whoever\nholds that key, not who that is, and the command says so instead of letting you\nassume otherwise. Confirm the key with the organisation through a channel other\nthan the repository you are auditing, and the signature then does carry\nattribution.\n\n`sign-record` refuses to sign a record whose body no longer matches its\n`recordHash`. A signature over an edited record would launder the edit as\nattested, which is worse than no signature at all.\n\n## Mark AI-generated content (Article 50)\n\nArticle 50(2) requires providers to mark AI-generated content so it is detectable as\nartificial. `legalithm mark` embeds a verifiable [C2PA](https://c2pa.org) Content\nCredential declaring an image AI-generated, and flags unmarked assets in CI.\n\nMarking uses a native C2PA signer, `c2pa-node`, and the watermark layer uses `sharp`.\nBoth are **optional peer dependencies**, so `npm install legalithm` installs neither\nand pulls in no transitive packages at all. Install them only if you mark content:\n\n```bash\nnpm i c2pa-node sharp        # or add -g alongside a global legalithm\n```\n\nThey were `optionalDependencies` until 0.6.1. That reads as \"optional\", but npm\ninstalls optionalDependencies by default, and `c2pa-node` declares its own release\ntooling as runtime dependencies. Every install therefore pulled in **274 packages** for\na feature most users never touch. Without them, `legalithm mark` and the robustness\nreport stop with a message naming the package to install; nothing else is affected.\n\n```bash\n# Sign one image → writes <name>.signed.<ext> (non-destructive; --out to override)\nlegalithm mark hero.png --agent \"DALL-E 3\"\n\n# CI gate: fail if any image under a directory has no credential\nlegalithm mark --check public/     # exit 1 on unmarked assets; --warn to only warn\n```\n\nBy default it signs with a bundled **test** certificate: the manifest is valid and\nverifiable but not on the public C2PA trust list. For production, supply your own:\n\n```bash\nlegalithm mark hero.png --cert cert.pem --key key.pem\n```\n\n### Two layers, because metadata does not survive\n\nA C2PA manifest is metadata, and metadata is stripped by ordinary redistribution:\nre-encoding, resizing, screenshots, most social platforms. That is why the EU's\nCode of Practice on marking and labelling AI-generated content asks for a\n**layered** approach rather than a single marker.\n\n`--watermark` adds the second layer, a spread-spectrum watermark carried in the\npixels themselves. It needs the optional `sharp` dependency.\n\n```bash\nnpm i sharp\n\n# Both layers: pixel watermark, then a C2PA credential signed over it\nlegalithm mark hero.png --watermark --agent \"DALL-E 3\"\n```\n\nMeasured on a photographic reference image, the watermark survives lossy JPEG\n(down to q50), up- and down-scaling, greyscale conversion, and format changes\nthat destroy the manifest entirely. It is defeated by heavy cropping and\nrotation. The full table, including the failures, is in\n[ROBUSTNESS.md](./ROBUSTNESS.md).\n\n**It is not an adversarial guarantee.** Generative regeneration attacks can\nremove pixel-level watermarks. Treat this as resilience against ordinary\ndistribution loss, and do not claim more than that.\n\n## Detect AI content marking\n\nArticle 50(2) is not only about marking your own output.
