An optional `targetBranch` points every stage at that branch. |\n\nThe `workflows/milestone-pipeline.js` dynamic workflow validates the dependency graph, runs unrelated tracks concurrently, and builds hard successors from verified predecessor heads. Re-running a partial milestone skips closed issues and resumes an open PR through `fix-pr-review-loop` only when its author is the invoking user or an `OWNER`, `MEMBER`, or `COLLABORATOR`; any other PR that closes an issue is listed as untrusted and is never checked out, looped, or merged. Reviews run through the repo's `@claude` Action by default (`reviewMode: 'github'`), as in-session subagents with `reviewMode: 'subagent'`, or on the `@codex` Action with `reviewBot: 'codex'`. No subagent merges: each LGTM PR pauses as `awaiting_merge` and the orchestrating session squash-merges it at green CI on the reviewed head; a remaining PR that conflicts after a merge is resolved in-session, where the complete diff from the reviewed head decides by behavior (`fix-pr-review` step 7 owns that decision): a prose-only resolution keeps the standing LGTM, and a behavior change or any doubt, including agent-executed Markdown such as a `SKILL.md`, needs a `@claude sonnet review` before merging, then resumes; when every issue merges, the orchestrator runs `sync-docs-release`.\n\n### Utility skills\n\n| Skill | What it does |\n|-------|--------------|\n| `tldr` | Recaps the previous answer in ASD-STE100 (Simplified Technical English) under 55 words. |\n| `wans` | Answers \"what are next steps?\" in ASD-STE100 as a numbered list, each step marked `You:` or `Me:`. |\n\n### Review bot prerequisite\n\nThe PR-review skills (`fix-pr-review` and every `-loop` variant) need an automated reviewer that answers `@claude review` comments with an `LGTM` / `Needs Updates` verdict and structured findings. Without one, the loop skills detect its absence and stop. This repo ships:\n\n- **Claude bundle: [`templates/claude-workflow/`](./templates/claude-workflow/)**: the least-privilege setup with `@claude review` (read-only), `@claude ...` fix routes on trusted-author PRs, `@claude` issue implementation, and prompt files. See its [README](./templates/claude-workflow/README.md) for install and triggers.\n- **Codex full bundle: [`templates/codex-workflow/`](./templates/codex-workflow/)**: the same routes driven by `openai/codex-action`. Needs `OPENAI_API_KEY`, your own GitHub App for the write routes, and the `CODEX_BOT_LOGIN` variable. See its [README](./templates/codex-workflow/README.md).\n- **Codex minimal: [`templates/codex-review.yml`](./templates/codex-review.yml)**: review only; copy it into `.github/workflows/` and add `OPENAI_API_KEY`.\n\nClaude and Codex are independent: separate workflows, concurrency groups, and secrets.\n\n**The skills default to Claude.** They post `@codex` only when you select it: you say so, you pass `codex` to `/fix-pr-review`, a caller sets `reviewBot: 'codex'`, or the run started from an `@codex` comment. A cycle stays on the bot it picked.\n\n**The reviewer follows the complexity band.** `@claude sonnet review` at C0 to C20, `@claude review` at C21 to C80, and `@claude fable review effort:high` at C81 or higher or with no score. `@claude review` is the standard review: it runs Opus 5.5 at high, the same reviewer as `@claude opus review effort:high`. A stamped `PR review:` trigger in an Execution block overrides the band. Every reviewer above `@claude review` reviews one blocking cycle only; a blocking re-review steps down to `@claude review` and stays there. A pass that addressed only non-blocking items re-triggers `@claude sonnet review`. With Codex, C21 and higher collapse onto `@codex review` and the cheap tier is `@codex luna review`. `skills/fix-pr-review/rereview-routing.md` owns the ladder.\n\n**External build harnesses.** An Execution block can stamp `Build model: <Name> (Codex CLI)` or `<Name> (Cursor CLI)`, with an optional model id, and `milestone-pipeline` then runs the build and every fix pass through the `cli-dispatch` shim under an Opus 5.5 driver. Codex runs in its `workspace-write` sandbox. Cursor has no sandbox, so a Cursor build holds the driver's full shell rights. The `cli-dispatch` snapshot diff reports every write, commit, or ref change in the repository and its worktrees; it cannot see a write outside the repository, an edit or a new file inside an ignored directory, an edit inside an existing ignored file, a push, or a GitHub write. The driver kills a run after 30 minutes with no output or at its hard cap (4 hours for a build, 2 hours for a fix pass or a validate pass). The driver never substitutes a Claude build and reports the serving model only when the CLI names one. `Validate model: <Name> (Codex CLI[, <model-id>])` runs the validate pass the same way in the Codex `read-only` sandbox. It refuses to commit on the default branch and ends each message with the attribution footer.\n- `docs/contract-inventory.md`: the shared pipeline rules the loop and validate skills must carry.\n\n## Install (from a clone)\n\n`install.sh` symlinks every skill into `~/.claude/skills`, plus `CLAUDE.md`, the workflows, and the `/commit` command into `~/.claude`. When `~/.codex` exists, it also links the skills into `~/.codex/skills` and `AGENTS.md` into `~/.codex`. An existing file or folder at a target, such as your own `~/.claude/CLAUDE.md` or an edited skill folder, is moved to a free `.bak` name first; an existing symlink is replaced with no backup. When `~/.claude`, `~/.codex`, or one of their skills, agents, workflows, or commands folders resolves into a different rk-skills checkout (a folder symlink), it installs nothing and exits with an error, so that checkout is never changed; remove that folder link first, then run it again. When such a folder resolves into this same checkout, each target that already is its source is reported as already linked and left as is. Re-run to update. A skill or workflow already symlinked to this package is left as is, a symlink that points elsewhere is replaced (its target is not touched), an existing entry of the same kind (a real skill folder, a regular workflow file) is copied over in place, and any other entry in the way is moved to a free `.bak` name. When the skills, agents, or workflows folder itself resolves into a different rk-skills checkout (a whole-folder symlink), it installs nothing and exits with an error, so that checkout is never changed; remove that folder link first, then run it again. A skills or workflows folder path that holds a dangling symlink, or a symlink to a file, has that link removed (its target is not touched), and a regular file there is moved to a free `.bak` name, before the folder is created.
