The driving test — the first moment anyone checked whether you could actually *drive* — was not required until **1935**. Not because the machine had been tamed — it had not — but because a plate named the car, a policy named the payer, and a claims file named the date. **Insurance never prevented a single collision. It made a collision a number.** Once a thing is a number it can be priced, and once it is priced a nation of amateurs is handed the keys.\n\n**An AI agent with write access to your systems is the two-ton machine, and right now it has no plate.** It acts, it writes its own account of what it did, and that account is the only record anyone has. Whether what it did was *correct* cannot be decided — that is a 1953 theorem (Rice), not a gap in the tooling, and no larger model closes it. So the industry is sitting where motoring sat in 1885: the machine works, the machine is useful, and there is no instrument that turns what it did into something an underwriter can write against.\n\n**This repository is the plate.** It does not make the agent behave, and it never claims to. It produces a signed, reproducible receipt of **where** each unit of work landed against the intent that was declared *before* the work ran — so a deviation is **detected, placed, priced, and dispatched** to whoever has to answer for it. Whether the work was good stays undecidable. **Where** it landed is decidable, and where-it-landed is the thing a policy wording can actually key on.\n\nA third party recomputes this receipt from the commit and the tape — no access to your pipeline, your prompts or your weights — and says where the work landed against the rows you declared. They are byte-identical, or we have made a false claim in public in a file you are already reading.\n\n**What is free, and what is not.** The install and the measurement are free and open-source (MIT); only the financialization/attestation layer is licensed. Permanently — not a trial and not a capped tier. Computing placements, reading the metrics and printing a basis-point spread on your own terminal is free under MIT — fork the crate, run it, keep the numbers. The licence is triggered only when a counterparty — an insurer, an enterprise risk desk, or a customer holding an SLA — settles a binding contract, policy or financial bond against the room's ed25519-signed receipt. Reporting is free; settlement against the signed row is licensed. Only the financialization layer built on top of the receipts is licensed. The measurement has to be free for the same reason the number plate was never a subscription: an instrument becomes a standard at the moment refusing it is the conspicuous act.\n\n**And the speed-up is the point.** Motoring took forty-nine years to get from the first machine to a required test. Agents are being deployed at a rate that does not leave forty-nine years. This is the decidable, recomputable, hardware-attested alternative: one command drops a signed receipt a stranger reproduces byte-for-byte. The standard is not care, it's what's *available* (*The T.J. Hooper*, 1932) — and the radio is now a free npm install. An enterprise that declines an available, cheap, effective drift-catcher — and then suffers the autonomous hallucination — owns the negligence entirely. That is not a lobbying position; it is how the standard of care has worked since 1932.\n\n### Countable AI — the name for what this is\n\n**Countable, not *accountable*.** In physics the only exact thing is enumeration; everything else is an estimate. A probabilistic model's failure is a non-countable cloud — and you cannot price a cloud. This makes the failure **countable**: every action gets a decidable, signed placement on a 144-coordinate lattice, so an off-lane event is a discrete tally, not a vibe. To be precise about the claim — we do **not** say it prevents hallucination; we say it makes the *risk countable*, because a hardware-grounded position either lands in the authorized region or it does not.
